Build window: October to February
The season decides the build date, not the other way round
If most of your year happens between the tennis at Devonshire Park in the week before Wimbledon and the end of the summer holidays, launching a new site in May is a bad idea, and a developer who does not say so is not paying attention. A new site has a settling period. Pages get recrawled, rankings move about for a few weeks, and the first hundred real visitors find the three things no amount of testing did. None of that is a problem in January. All of it is a problem in the week of the airshow.
So I would rather build through the winter. Live and indexed by the end of February, a month of real traffic to fix whatever the first visitors break, then a full season on something that has already proved itself. The same reasoning decides when I will touch a payment flow: testing a checkout properly takes weeks rather than days, and the worst available fortnight to discover an edge case is the one with a full diary.
Eastbourne, in specifics
Best build window
October to February. Scope it in September, build through the autumn, live by the end of February and settled well before Easter.
Drive time
About half an hour from Crowborough, down the A22 through Hailsham. No travel charge, and the same goes for Polegate, Willingdon, Pevensey Bay, Seaford and Bexhill.
The catchment
A fan rather than a circle. The Channel is on one side and Beachy Head and the Downs on the other, so a half-hour drive-time radius drawn on Terminus Road holds far less ground than the same radius inland.
The age profile
Older than the England average, which is well documented and is a design specification rather than a marketing observation. It changes type size, contrast, tap targets and how much you may assume about JavaScript.
The sectors along here
Hotels, guest houses and attractions on and behind the seafront. Care homes and home care. Independents on Terminus Road, in Little Chelsea and up in Old Town. And the trades who serve all of them.
Where a shop lands
WooCommerce from £4,500 for a real catalogue or an unusual checkout. Under a hundred straightforward products I will usually tell you Shopify wins on cost of ownership, and I make nothing from saying so.

Hospitality and attractions
Hotels, guest houses, restaurants and things to do. Availability that is actually true, photography that survives a phone on a seafront connection, and direct booking that keeps the commission where it can. Care and healthcare
I have built for a live-in care provider and an independent optician. Sites for somebody deciding something difficult about a parent at eleven at night, where tone and published rates matter more than anything clever, and where the enquiry wants qualifying before the phone rings.
Independent retail
Shops competing with national chains on the same street, where a WooCommerce or Shopify build opens a second income stream that keeps earning in February. The hard part is usually delivery rules and stock living in a till system, not the shop front.
A seasonal build, month by month

September, while you still have opinions
Page list agreed and content decided in the month when the season is fresh in your mind and the diary is emptying. Every project that stalls stalls on content, and the reason is nearly always that it was asked for in the wrong month.

October to January, the build
Three to six weeks of building inside a four-month window, which sounds slack and is not. The slack is where the real content, the product data and whatever the old site has been quietly holding since 2019 actually get dealt with.

February, live and then left alone
Launched, submitted, recrawled, then a month of watching what real visitors do and fixing what they find. A ranking wobble in February costs you nothing. The same wobble in July costs you the year.
An honest word about coverage
I am in Crowborough, not Eastbourne. Google weighs distance for local searches, so a firm with a staffed address in the town has an advantage over me for the phrase web design Eastbourne, and pretending otherwise would be daft. What I can offer is a half-hour drive, live work you can inspect, and the same fixed prices as everyone else on my list. If you would rather use someone in town, that is a reasonable thing to want.
What I would do in your position is separate two questions that usually get asked as one. If your customers find you by typing a service and this town into a search box, then a staffed local address is a genuine ranking asset and you should weigh it heavily. If they find you by name, by recommendation, through a listing site, or by searching for something you do rather than somewhere you are, distance barely enters into it and you should hire on the work instead. Most of the businesses who ring me from this coast turn out to be in the second group and had not pulled the two apart.
Designing for an older audience is a specification, not a style
Eastbourne has an older age profile than England as a whole, and on a site aimed at people here that shows up as a list of concrete decisions rather than a mood. Body text that starts at sixteen pixels and is allowed to grow when somebody has set their phone to large text. Contrast measured against the published ratios rather than eyeballed against a moodboard. Tap targets sized for a hand that is not steady. A phone number that is a working link before any script has run, and a form that still submits if the script fails. None of that costs extra. It is decided at the start or it is not decided at all, and on most sites I am handed it was not.
The sea takes half your market and half your competition
Draw a half-hour drive time around Terminus Road and a good part of it is water. Inland, that circle would hold three or four other towns your size. Here it holds Hailsham, Polegate, Seaford, Bexhill and not a great deal else, and that cuts both ways: fewer customers in range, and fewer businesses bidding for the same phrases. It changes what is worth building. Service-area pages for a dozen neighbouring towns are usually a bad idea, and along this coast there are about four places genuinely different enough from each other to deserve one. I would rather build four real pages than twelve thin ones, and the thing that decides which is which is the thin content checker, the same publish gate that ships in my plugin.
Booking, and the fortnight you do not want to find a bug in
Simple direct booking I will build, and it is often the thing that pays for the site, because every reservation taken directly is a commission you keep. Channel management across the big travel platforms is specialist software with a support team behind it, and integrating with it is honest work where rebuilding it would not be. Either way the rule holds: a payment path is tested over weeks, and it goes live in a month where a failed transaction is a phone call rather than an empty room.
